To this certificate are to be added the lists of stores and medicines on board handed in by the Captain and also the certificates regarding medical inspection of the passengers and further, if any, copies of the contracts between the emigrants and their future employers. These documents are afterwards to be handed by the Captain at port of destination to the Imperial German Consul or, if there is no Consular Agents, to the Harbour Master or any other authority.

After receiving the certificates the Captain is not allowed to take any more passengers at the port of sailing without consent of the Consulate.
